The expenditure limit for the Cloverdale Sport and Ice Complex is going up again.
After being raised by nearly $1.7 million in 2023, the new limit is another step toward getting a third sheet of ice at the new site on the Fairgrounds.
And while the opening of the Cloverdale Sport and Ice Complex has been delayed yet again, the timeline on building a 3rd sheet of ice has been moved up.
City council , which raised that expenditure limit by nearly $600K, at their regular council meeting Dec. 16.
The Corporate Report, penned by Terry Waterhouse, GM for the city鈥檚 Social Infrastructure and Community Investments department, sought to raise the limit in order to increase the scope of work for the project to include a third ice surface.
The report recommended council, 鈥淚ncrease the expenditure authorization limit for Contract No. 1220鈥030鈥2016鈥007 with Taylor Kurtz Architecture + Design Inc. in association with Rounthwaite, Dick and Hadley Architects Inc. (TKA+RDH).鈥
Waterhouse asked the limit be increased by $588,651, raising it from its current $4,313,726 to $4,902,377. This now raises the expenditure authorization ceiling to $5.3 million.
The report noted that TKA+RDH鈥檚 work 鈥渉as been satisfactory鈥 on the project so far.
鈥淭KA+RDH鈥檚 fees for the required services are consistent with the original fees structure that were established through a competitive procurement process,鈥 Waterhouse wrote.
Since the last increase in 2023, the project faced some delays because of challenges with the piles foundation. Those delays originally pushed back completion until spring 2025.
鈥淒ue to the early geotechnical challenges experienced by the contracting team, and the resulting increase in the project duration and advancement of the third ice sheet building design into the two ice sheets building that is under construction, additional design and construction services from TKA+RDH are required.鈥
Now the project has been pushed back again and will only now open mid-June 2025. (The rinks were originally scheduled to open in October, 2024.)
鈥淭he extension in project duration is needed to resolve some spectator viewing obstructions that were identified during a recent facility walk through with Parks, Recreation & Culture staff,鈥 Waterhose explained.
Even with the delays on the original two rinks, the third sheet will be going in a year ahead of schedule. Plans are moving forward because Warner Bros. wrapped up production on their set a year earlier than scheduled. Warner Bros had a contract until Sept. 30, 2025, to use the film set they built on the northeast corner of the Cloverdale Fairgrounds. The third sheet鈥攚hich will be built on part of the Fairgrounds that film set occupied鈥攊s now scheduled to open in the summer of 2027.
Funding for this latest contract falls under the already approved 鈥淔ive-Year Financial Plan 鈥 Capital Program鈥 (2023鈥2027).
The new ice complex will feature two National Hockey League-sized sheets with spectator seating of 400 (200 per rink), with the third sheet expected to have similar features. The arena will feature a variety of non-sport spaces such as: multi-purpose rooms, community rooms, meeting rooms, along with the requisite number of officials鈥 rooms and change rooms.
The facility will be set up to accommodate many sports including hockey, figure skating, public skating lessons and public skating sessions, along with dry-floor summer use for sports such as lacrosse and ball hockey.
Cloverdale Sport and Ice Complex is being built to be energy efficient with high engineering and accessibility standards.
The rink project also includes a new extension of 177B Street south of 64 Avenue, which has already been completed, with upgrades scheduled for 62 Avenue and the Agriplex parking lot. A new parking lot for 160 cars will also be built at the arena.
The Cloverdale Sport and Ice Complex will be located at 6336 177B Street.
