Apartment project pitched for single-family North Delta neighbourhood

The city has received an application to replace seven single-detached homes in a residential North Delta neighbourhood with a 152-unit development.

The application from proponent JPS Development Inc., which has yet to come before council, proposes to build a four-storey, 132-unit apartment building and 20 three-storey townhouses at the corner of 82nd Avenue and 112th Street, specifically at 8206, 8216, 8224 and 8232 112th Street, 11225 and 11237 82nd Avenue and 11248 82A Avenue.

A staff report to council June 3 did not provide much detail about the project, such as the size of the dwellings being pitched or whether they are planned to be market, below-market or rental units.

The project would require rezoning and an Official Community Plan amendment as it is not consistent with either the site's current Medium Density Ground-Oriented Residential designation in the North Delta Area Plan or the new Mixed Residential designation laid out in the city's new OCP, which .

The new land Mixed Residential designation is intended to provide opportunities low-density ground-oriented and "missing middle" forms of housing in areas close to services and transit 鈥 principally houseplexes, townhouses and rowhouses up to three storeys in height, with accessory dwelling units including secondary suites, coach homes and garden suites and "limited" retail and services such as local neighbourhood stores, caf茅s or commercial child-care facilities.

The site is surrounded almost entirely by two-storey single-family homes.

The city is now moving forward with public consultation before the project comes to council for first and second reading, including one in-person information session at a yet-to-be-determined date.

A public notice sign will also be placed at the site and notification letters will be mailed to surrounding properties. As well, a project page will be created on  to provide the public with details of the application and to receive feedback.

Should the proposal be given second reading, it will go to public hearing.

Meantime, city staff are reviewing public feedback relating to another proposed redevelopment two blocks north on 112th.

That proposal for 11199 84th Ave. would see the existing 7-Eleven across from the George Mackie Library replaced with a six-storey mixed-use development. The building would include six commercial retail units at ground level and 84 apartment in the floors above 鈥 54 one-bedroom, 28 two-bedroom and two three-bedroom units.

That proposal, which has yet to come up for first reading, would also require rezoning, a site-specific OCP amendment and a public hearing before going ahead as it exceeds what is currently allowed on the site.

However, under the new OCP, the site would be designated an "urban centre," allowing for six storeys 鈥渨ith opportunities for up to 24 storeys where a significant community contribution is provided.鈥

Recent provincial legislation prohibits cities from holding public hearings for projects that align with the OCP, so it's unclear whether this project would still require a hearing should the OCP receive final approval after the application comes before council for first and second reading.

JPS Development Inc. has two other projects on the books in North Delta. Construction is already underway on Lineage, a at 83rd Avenue and 115th Street that received final approval on Jan. 8.

Village at Sunshine Hills, , received first, second and third readings on May 1. That project, which is awaiting final approval, would bring 90 one-, two- and three-bedroom homes plus 785.8 square metres (8,458 square feet) of at-grade commercial space to the south-west corner of 70th Avenue.
