ÐÔÊӽ紫ý will need 169,221 new housing units by 2043 – according to a 2024 provincial government assessment – and 53,111 of those will be needed by 2028.
This is contained in a that came before city council on Monday, Dec. 16 that gives a breakdown of the targets.
By 2028, the report indicates, 2,633 units are needed to reduce "extreme core housing need" in the city, and 10,533 by 2043. This is defined as households – renters and homeowners with a mortgage – that are spending more than half of their total pre-tax income on housing.
Also by 2028, the number of housing units needed to accommodate homeless people is 1,229 and 2,458 by 2043. And 3,212 housing units will be needed by 2028 to address households that were "unable to form" between 2006 and now "due to a constrained housing environment," and 12,847 by 2043.
Further, the number of units needed to meet household growth by 2028 is 38,744 and 114,209 by 2043, while the number of housing units to maintain at least a three per cent vacancy rate is 352 by 2028 and 1,408 by 2043. Finally, the supply of housing units needed to meet a "healthy" market demand in ÐÔÊӽ紫ý is 6,941 by 2028 and 27,765 by 2043.
Councillor Harry Bains asked how many dwellings are in the pipeline related to the 2028 target, "where the City of ÐÔÊӽ紫ý has done its work and we're past third reading and we're waiting for them to be built?"
Ron Gill, ÐÔÊӽ紫ý's general manager of planning and development, replied it's "approximately 44,000 units that are at third reading, waiting for development."
