A contract has been awarded for storm and sewer work in Clayton Heights.

The report, from the Engineering Department, recommended council award a nearly $8 million contract for utilities and road improvements along 74th Avenue. The improvements are needed in order to support new housing units that will eventually be built there.
The Engineering Department recommended four items in their report: that council award Contract No. 4824-029-11 to Arsalan Construction Ltd. in the amount of $7,802,718 (including GST) for the 74th Avenue Utilities and Road Improvements package; that council set the expenditure authorization limit for the contract at $8,583,000; that council authorize the GM the Engineering Department to 鈥渆xecute鈥 the contract; and that council authorize the reimbursement of Housing Accelerator Funding for the sewer work.
鈥嬧婼cott Neuman, engineering dept. GM, wrote in his report that the costs for the utility work will be recovered over a five-year period.
鈥淪everal development applications have progressed along the 74th Avenue corridor,鈥 Neuman wrote. 鈥淗owever, they remain at 3rd reading and are unable to proceed for final approval because of the lack of sanitary and drainage infrastructure.鈥
He said 640 new townhomes and apartments are ready to begin construction, but are awaiting final permitting pending the sewer upgrade.
The storm and sanitary work 鈥渨ould improve servicing potential for about 375 additional units along 73rd Avenue in the short term,鈥 he added.
The cost for the sanitary sewer will be about $5.5 million with funds recovered from the Housing Accelerator Fund (HAF). The cost for the storm sewer is now $1.4 million less than the original estimate ($9.4 million), thus allowing the scope of the work to be increased. The money for the storm will be put back over a five-year period via a 鈥淒evelopment Cost Charge鈥 fee.
鈥淥riginally, the construction under this contract was to extend from the 18100 block to 188th Street,鈥 Neuman wrote. 鈥淗owever, the final cost estimate was below budget. As a result, the scope of the HAF project was extended to the most upstream point at 192nd Street.鈥 (The HAF replaces the previously approved Local Area Service bylaw.)
The contract also includes the installation of a new sidewalk along 74th Avenue near Regent Road Elementary School and Salish Secondary School. Construction will likely being in January, 2025 and be completed by November that year.
